I just want to make sure I'm doing this right. - Ally - 1 refresh gets you 2 features, a Function Aspect and 1 flaw. (plus Profession 1, Resilient 1, Sturdy 1 for free)
- Device - 1 refresh gets you 2 features, a Function Aspect and 1 flaw.
- Technique - 1 refresh gets you 2 features and 1 flaw. (And ties into a Guiding Aspect)
- Each additional point of refresh grants 2 features.
- Each addition flaw grants 1 feature.

Yeah, that looks right. If it isn't I have been doing assets wrong in all the books. That would be...awkward. ;D

How would you build a spy network as an Ally asset?

How do you want the spy network to function? What do you want them to do?
If you want them to just be places and give you info, that would be Exceptional, with probably a FP cost and/or limited to once per session.
If you want them to be everywhere and able to back you up, that's Numerous and Professional.
If you want them to be another "character" you can play when your "main" character isn't there/shouldn't be able to make it, give them Independent, and possibly Numerous.
In order to build your spy network, you need to know what you want them to do in the fiction before we can work out the mechanics.
