On Jadepunk p.49 it states that the special condition of Focus is that it must have the Situational flaw. Is this an additional flaw or can it be selected as the one flaw that a device or technique requires?
For example, is the device below legal?
Function Aspect: Blue jade chain Features: Focus (Fighter +2) Flaw: Situational (only when creating and advantage in combat like 'trapped' or 'entangled')

Follow up question. This isn't explicit in the text but I presume that the same sort of stacking rules apply to Focus as Harmful? So, for example, if I used the chain above but also had a 'Whirling Dervish' Technique that added Focus (Fighter +1) when fighting with a chain or whip, my total would be +2 Fighter, not +3.

I believe it states in the Harmful stat block that you can only use one version of Harmful in any attack (if it doesn't, it should).
When purchasing Flaws, the thing to remember is every Asset has a minimum of one Flaw (two if the device has Exceptional). If you have something that requires a specific sort of Flaw (I believe Focus is the only one) then the Flaw that remains on the Asset must be of the type required by the Feature.
So, if you have Focus, you must have a Situational Flaw, regardless of how many refresh you've spent. If you have Exceptional, you must have two Flaws, regardless of how much refresh you've spent (unless you added it on after the first Flaw, and two Features, were chosen - see below).
(I may have broken this rule in the past...)
Where it gets iffy, and we'll address it in the Jadetech supplement with more clarity, is when you have two versions of Exceptional or Focus on the same Asset. For the record, only the first one must have the specified Flaws. Any additional Features could be purchased with Flaws, or they could be purchased with additional points of refresh (no additional Flaws required).
